Wheel bearings: spacer flange?

Hi does anyone know what holds the flange (5) in place. Mine is a light sliding fit on the space (4) and doesn’t appear to bear against anything?

Probably not an issue as the flange just keeps the spacer (#4) somewhat centered in the wheel bore so that the spacer doesn't move too much when you put the axle in the wheel. So, it is not a critical clearance part and you could take a pliers and bend the collar that slips over the spacer a little to tighten it up a bit if you want.
 
Good to know thanks. Actually quite clever because the lateral movement of the spacer made it easy to tap the old bearings out 👍
