Starting Problem

1984 Maxim 400 DOHC makes a horrible grinding sound when you try and start it. It sounds like it’s not engaging properly with the gear inside. I don’t think I’m able to post a video? Bike had sat for years just recently got it running again. Starter was working and then this started happening. Is it the starter going or not getting enough power? Battery had 13v-15v when running so I believe it is being charged. Anyone have any ideas?
 
I am thinking you should take apart the starter clutch assembly and inspect it. The failure points are typically with the three sets of springs and dowels that allow the clutch to grab and turn the crankshaft when using the starter. See parts #4,5,6 below:
