Scrambler wanna-be

Hello fellow enthusiasts - I'm in the process of converting my '82 XS400 into a "Scrambler" influenced machine and I'm looking for design advice. The fuel tank is new and I painted it this way for an aged effect and added numbers/letters to pay homage to my great grandfather who died in the war flying a Hawker Hurricane.

I'm looking for honest opinions for what I can do to improve the aesthetics, what can I add (still a w.i.p.), what I did wrong that may may be preventing it from having a true scrambler flavour. Are the saddle bags too much?

I know the rims should be changed to metal spoked version but I'll make due with what I currently have and perhaps switch them up in a few years.
I'm currently making a new electronics box under the seat and will make a new seat later...this is just a cheap temporary one off Amazon for now.

I'll be adding a grill for the headlight but I'm still trying to figure out what style of brake light would look best. I'm also looking for the best location/method for mounting a new key ignition cylinder.

Any advice would be greatly appreciated.

I think it looks pretty good! Myself, I've never been a fan of the fenderless front forks though and always feel a scrambler should have a high mounted front fender to deflect mud, especially for an air cooled ride to keep from clogging the cooling fins. Something along the lines and look of a factory dr650 front fender.
 
Thank you, I appreciate the feedback. I'm a little indecisive about what to do on the front. I originally set up one of the saddle bags to sit between the headlight and the tire but it didn't look right, so I was considering for a couple of fender options that I found on Youtube University. One was to simply cut the stock fender down to size (red) and the other is fully custom and looks pretty slick. But now that I see the higher version as you pointed out, that looks cool too.
I ordered a new leather toolbag to sit under my headlight, I'll see how it looks with the higher fender. Won't be as high as what's in the pic below but it will give me another option.
